Now it's not just about Rahm Emanuel using the "R" word. Among Democrats he is viewed as having been largely ineffective in moving the Obama legislative program. There are even Democrats saying Rahm is more concerned with seeing Democrats in Congress are re-elected than he is with seeing major legislation enacted.
